2 questions, please help?

Ok I'm 37 weeks pregnant with my 1st. I went to the dr yesterday & my blood pressure was 148/90. I've never had high bp in my life. My bp is always about 110/60. My feet, ankles & hands are swelling really bad. But my dr said that there is no protein in my urine. He said that if my bp doesn't go down in the next week the baby needs to come out. But he said that she hasn't dropped yet, so he can't induce me, we'd have to do a c-section. Has this happened to anyone else? Am I getting preeclampsia? I'm really scared about having a c-section! Any advice would be greatly appreciated.
