My daughter hung herself while in custody of Fairfax County Va. I was told 10 Years ago I had no recourse?

If you could have sued at some point, that point is probably long since ped. There is a statute of limitations for all sorts of civil suits. Check with a local attorney to be sure, but I suspect the time has ped. BTW, there mere fact that she was in custody of the county when she took her life is not evidence that anyone was negligent in any way.
