Cat with dry skin and thick waxylike hair on back?

My cat has dry skin on his back. If you move the fur apart you can see flakes on his skin. It's mainly on his back. Also the hair in this area seems thick and waxy like. Not really matted, but sort of. It's hard to explain. Any ideas?
