Did you read 18 and 19, and remember that God knows whats in our hearts, and that Balaam was offered great wealth and honor to curse Gods people. Then he rose up without even waiting for the men to ask him again, but instead, he made up his mind to go, not even telling the men that had came to fetch him that he is bounded by a certain rule.
