How can you be in love and falling in love?

I've been on and off with this guy for over three years. I love him so much but he never wants a relationship. We'll call him Ted. He broke it off again and for some reason, i have no idea why, i thought it was the last time. I met this other guy and we started talking. He was really sweet and he really wanted a relationship with me. I wasn't sure but I did really like him. We'll call him Russ. A few weeks later Ted started texting me again. I told him I wasn't gonna do what we had done in the past and been together just without the title. I told him I either wanted a relationship or just to be friends. Surprisingly he ended up asking me out a few days later. So far he has been perfect. I never would have expected this from him. But i also keep thinking about Russ cause i liked him so much and i hurt him so bad. I just don't know if I made the right choice. What would you have done in my situation??
