How can i be more comfortable around this guy, and is he flirting?

we are friends, but he likes to make me feel akward, and he likes making me feel that way, he even tells his friends, like he will touch my hair, rest his head on my shoulder, etc. and im not a touchy feely type of person but i dont want it to seem like it bugs me, i also dont want to seem like i like it either,so what should i do about this and oh yeah and is flirting with me, i was sitting next to him one time and he started trying to play footsie with me,whispered my name a lot of times tryiing to get my attention, and then he gets a little bit louder, then hes like i wanna eat u jokingly,and touches me alot, but he can only talk to me for like 2 minutes for some reason. so help?!
