What are the legal proceedures for me to file a violation of a child custody court order.?

Legal Aid can't help me, there are no pro-bono lawyers, and I can't afford a lawyer. I have been on the phone with lawyers, clerk of courts and now I am being told to go through DSS to get the paper work needed to file on my own. I have been told that this is a civil matter, to it being a criminal act, as in her breaking a court order ( contempt of court) but until I have paper work done. Nothing can be done as far as her hiding my son from me in North Platte, Neb. The custody took place here in Winner, SD. in 2003
