What did Condolezza Rice mean when she stated that the Democrat Party is now the Plantation Party?

I think she means that the Democrats want to keep people down. They keep telling everyone that all of their problems are being caused by someone else and that their only salvation is the Democrat party. Well some peoples problem's are self inflicted and many individual problems cannot be solved by government, they need to be solved by the individual. But that doesn't matter to the Democrats, they want people to continue to have problems, that way, they can continue to say that they are their only hope of salvation.
